The following is the body of a Western Dairy Products Inter-Office Memo to Graeme, Joleen, Mike, Susan, Sheila, Jeannine, Jenness, Linda, John from Jim Bray. The memo is dated January 5, 1993 and the subject is License Procedure for 1993.

New Zealand has elected to limit cheese sales to the USA License holders until May 1, 1993. License sales will be handled as follows.

  1. The first License sales will be based on the Cheese Barrel market of April 30, 1993. These license sales will be processed beginning May 3, 1993. Orders may be accepted at earlier dates but no transactions processed.
  2. There will be no early entries.
  3. NZ will ship sufficient quantities of cheese for arrival in April, to cover anticipated ex-warehouse sales in May.
  4. Ex-doc sales will be accepted only on a case by case basis and must be approved by the Business Unit manager. Ex-doc sales will be priced at $0.015/lb below the standard container readouts of 1080 blocks/2.6 Mt of Bulk Bin and 960 blocks/19.6 Mt of Carton cheese. The first Ex-doc sales will be accepted for vessels arriving on or around May 15. I believe the first vessel which will meet this criteria is the Sydney Star. License documents for ex-doc sales will be processed using the April 30, 1993, market. The minimum order for an ex-doc license sale is one full container. Only one license per container.

If you have any questions or comments regarding License utilization, please contact Joleen or myself. Our policy is not going to be popular with license holders and will undoubtedly be met with displeasure. Please do not engage in any discussion with license holders regarding this policy. Instead, refer them to me.

Dear Steven,

I am attaching three documents which refer to pricing strategy and policy for NZ Cheese entered against the 1993 USA Quota.

  1. This is the letter sent to all License Holders which details the price and conditions for sale of all NZ Cheese types.
  2. The next 3 pages are a description of the methods WDP utilized in formulating the prices for NZ Cheeses entered against the 1993 Quota.
  3. The third document is an internal, confidential document which details the availability of NZ Cheese to Independent License Holders in 1993. The plan is to limit License sales until May 1, 1993, in anticipation of a rise in the barrel market. Last year we engaged in a similar plan which worked to NZ's benefit. I can't predict whether the market will rise in May 1, but it will be difficult to limit sales any later than that. As it is, WDP and the Board will undoubtedly come under renewed criticism for the sales policy.
